Through the Memorandum of Understanding between Iceland, the Principality of Liechtenstein, the Kingdom of Norway and the Government of Romania on the implementation of the European Economic Area Financial Mechanism (EEA Grants) 2009-2014, RSDF has been designated Programme Operator for RO10 Children and Youth at Risk and Local and Regional Initiatives to Reduce National Inequalities and Promote Social Inclusion “(CORAI). The Program Agreement and the Program Implementation Agreement were signed in September 2013, with the official launch of the programme taking place in December 2013.

The programme was implemented in partnership with the Council of Europe (CoE) – the Directorate for Democratic Citizenship and Participation, designated a Donor Program Partner. The total value of the Programme was 31,764,706 Euro, including the 15% co-financing granted by the Romanian Government.

The general objective of the Programme was to improve the situation of children and young people at risk (with special attention paid to Roma), by encouraging an active involvement in their development of parents / guardians, service providers and the community in general, as well as supporting innovative initiatives in the field of social inclusion or to improve existing ones. The activities funded under the Programme aimed to reduce the economic and social disparities that separate these vulnerable groups from the rest of society.

The programme aimed to:

  • implementation of integrated, effective and efficient measures, addressed to vulnerable groups of children and young people, who face specific risks, in order to promote social inclusion
  • developing initiatives aimed at reducing inequalities and improving measures to combat discrimination against groups vulnerable to social and economic exclusion, measures initiated in collaboration with local and regional authorities, together with private and civil society actors

By facilitating the establishment of partnerships between entities from Romanian and from Iceland, Liechtenstein and Norway, in order to prepare and implement joint projects, the program also aimed to contribute to strengthening bilateral relations between Romania and the three donor states.

Within the Program, 4 calls for proposals were organized:

  • Local small grant scheme addressed to Roma communities in rural areas and in cities with less than 15,000 inhabitants. In the amount of 6,108,739.07 euros, the scheme was opened between December 18, 2013 – March 7, 2014, with 148 projects submitted. See the text of the call.
  • Synergies for the future – children at risk. In the amount of 6,756,436.69 euros, the call was opened between December 18, 2013 and March 17, 2014, with 91 projects submitted. See the text of the call.
  • Synergies for the future – youth at risk. In the amount of 5,609,275.33 euros, the call was opened between December 18, 2013 and March 17, 2014, with 79 projects submitted. See the text of the call.
  • Coherent, through which local and regional initiatives have been funded to reduce national inequalities and promote social inclusion. In the amount of 6,187,144.19 euros, the call was opened between March 17 and May 19, 2014, with 100 projects submitted. See the text of the call.

Within the Program, a total of 100 projects were financed, in total value (value of authorized expenditures) of 25,030,480.53 euros. The call situation was as follows:

  • Local – 36 projects financed in total value (amount of authorized expenses) of 6,108,739.07 euros
  • Synergies for the future – children at risk – 17 projects financed in total value (amount of authorized expenditures) of 6,756,436.69 euros
  • Synergies for the future – youth at risk – 15 projects financed in total value (amount of authorized expenditures) of 5,609,275.33 euros
  • Coherent – 31 projects financed in the total amount of (amount of authorized expenditure) of 6,187,144.19 euros
  • Predefined project in total value (value of authorized expenses) of 368,885.25 euros

The predefined project funded under the Program supported the efforts of the National Council for Combating Discrimination (CNCD) to develop a new national strategy in the field. The project “Improving anti-discrimination measures at the national level through the broad participation of specialists and civil society” was implemented by CNCD in partnership with the Council of Europe (CoE) and aimed at stimulating the participation and involvement of relevant factors in developing national prevention and control strategies. of discrimination for the period 2017-2021, the document under approval.

Bilateral Relations

In order to strengthen bilateral relations between the relevant entities in Romania and in the Donor States or with international organizations, the PO constantly encouraged and provided support during the implementation of the Program, first for potential beneficiaries and then for PP and their project partners to identify relevant entities in the Donor States and to develop bilateral activities with them. All bilateral activities were discussed with the program partner from the Donor States and were the subject of the Bilateral Relations Fund Plan, which was submitted to the FMO for approval in accordance with the Program Agreement.

In this regard, the Program Operator:

  • launched two calls for bilateral relations, the first for potential beneficiaries from Romania and the Donor States, aiming to facilitate partnerships for the development and submission of projects in the open calls for project proposals launched under the program, and the second call was dedicated to PP with projects funded under the program, and aimed at facilitating networking, exchanges and knowledge transfers, experience and best practices with Donor States entities and international organizations. In total, 22 applications were received in these two applications, 15 being funded (worth about 57,850 Euros). The bilateral activities funded under these requests consisted mainly of training and study visits organized in Romania and in the Donor States, which improved the mutual knowledge and understanding of the participating entities in the fields of the Program and created the appropriate context for future cooperation;
  • organized a partner identification seminar, with the participation of 5 entities from the Donor States. Although the participation of entities from the Donor States was reduced, the event captured the interest of over 35 Romanian entities (public and private) and created the appropriate context for future cooperation and bilateral activities between entities from Romania and Donor States participating in the event. In this sense, the results of the meeting were visible, 3 of the 5 entities from the donor states submitted projects in partnership with Romanian organizations, and four projects received funding and were implemented in partnership with two organizations participating in the event (InterCultural Island – partner in 3 projects – and Children Safety House in Iceland);
  • organizing bilateral activities, bringing together experts from the Donor States and the CoE, on the one hand, and experts involved in the implementation of projects funded under the Program, on the other hand, to share knowledge and experience in the fields of the Program. These activities were organized based on the needs and interests expressed by the PP and their partners and managed to improve the mutual knowledge and understanding of the needs of children and young people at risk and other disadvantaged groups in Romania, Donor States, and in other European countries and good practices implemented in these countries in addressing these needs and created the appropriate context for future bilateral cooperation and activities between entities in Romania and Donor States that participated in the events. Participants had the chance to present their projects and interests, share contact details and discuss future bilateral activities.

As a result of all these bilateral activities, the final results in achieving the objectives of the Program on the Development of Bilateral Relations were the following:

Pe parcursul celor 4 ani de implementare a Programului, peste 18.000 de copii si 11.500 de tineri, din care cca. 40% membri ai unor comunitati de romi, au beneficiat de servicii si activitati educationale, peste 16.000 de parinti ai unor copii sau tineri la risc au beneficiat de servicii specifice de suport (informare cu privire la importanta educatiei, consiliere psihologica, educatie parentala, alfabetizare, formare etc.) si peste 7.800 de specialisti din domeniile social si educatie au dobandit noi cunostinte si abilitati in lucrul cu reprezentanti ai unor grupuri dezavantajate.

De asemenea, au fost construite, reabilitate sau amenajate 42 de spatii in vederea gazduirii de servicii pentru copii si tineri aflati in situatii de risc si au fost dezvoltate 303 metodologii, instrumente si planuri de actiune menite sa combata practicile discriminatorii, respectiv excluziunea sociala si economica a grupurilor dezavantajate.

La momentul inchiderii Programului, toate tintele propuse au fost depasite. Astfel, situatia atingerii indicatorilor de Program a fost următoarea:

Evaluarea externă a rezultatelor Programului

Studiul de evaluarea a rezultatelor Programului, realizat în anul 2017 de Institutul Roman de Evaluare şi Strategie (IRES), a concluzionat faptul că Programul RO10-CORAI şi-a atins obiectivele, atât în ceea ce priveşte îmbunătăţirea situaţiei copiilor şi tinerilor aflaţi în situaţii de risc, cât şi în ceea ce priveşte dezvoltarea iniţiativelor menite să reducă inegalităţile şi să combată discriminarea grupurilor vulnerabile. Concluziile studiului indică faptul că, în urma implementării proiectelor, a existat o creştere a interesului copiilor şi tinerilor în ceea ce priveşte activităţile şcolare, precum şi o îmbunătăţire a prezenţei şi performanţei şcolare a acestora. Mai mult, programul a avut ca rezultat crearea de metode şi instrumente adresate specialiştilor din domeniu, necesare pentru acţiuni de promovare a incluziunii sociale, precum şi pentru implementarea măsurilor anti-discriminare la nivelul instituţiilor publice, dar şi iniţierea unor parteneriate locale sau reţele de transfer de bune practici, care au reuşit să facă mai accesibile anumite servicii adresate persoanelor vulnerabile.

Evaluarea externă realizată de IRES a arătat că, în urma participării la activităţile proiectelor:

• 8 din 10 beneficiari ai Programului sunt convinşi că proiectele au avut o contribuţie mare sau foarte mare la creşterea participării şcolare a copiilor şi tinerilor, precum şi la promovarea incluziunii sociale;
• 85% din respondenţi cred că în urma activităţilor din proiecte s-a îmbunătăţit în mare şi foarte mare măsură interesul pentru şcoală al copiilor şi tinerilor, iar 9 din 10 considera că s-a îmbogăţit pregătirea pentru viaţă a acestora;
• 2 din 3 părinţi considera că activităţile din Program au contribuit mult sau foarte mult la decizia copiilor şi tinerilor de a continua studiile;
• ca urmare a Programului, 8 din 10 copii îşi propun să continue studiile la nivel liceal, iar 2 din 3 să ajungă la facultate;
• 86% dintre elevii beneficiari considera că, în urma participării la proiecte, se simt atraşi de şcoală mai mult decât înainte, iar 82% evaluează că au rezultate mai bune la învăţătură decât anterior.

Intervenţiile susţinute prin Program au produs schimbări importante în viaţa membrilor comunităţilor, fie că ne referim la copii, tineri, părinţi, educatori sau specialişti. Un exemplu în acest sens îl oferă unul dintre proiectele realizate în judeţul Iaşi:

Una din reuşitele proiectului “Împreună  pentru copii“, derulat de Inspectoratul Şcolar Judeţean Iaşi, care a vizat reducerea absenteismului şcolar în judeţul Iaşi, a fost să apropie părinţii de copiii lor, prin intermediul sesiunilor de educaţie parentală.

Părinţii copiilor şi tinerilor beneficiari ai proiectului au recunoscut  că au reuşit să înţeleagă mai bine importanţa participării şcolare a copiilor.

“Proiectul ăsta ne-a ajutat foarte mult! Ne-a ajutat foarte mult, ca să împingem copiii la şcoală. Proiectul ăsta e ca o obligaţie pentru noi. Am înţeles mai mult faptul că ei, copiii, trebuie să meargă neapărat la şcoală, să continue şcoală. Am pus suflet, am venit la şedinţe, am venit spre binele meu şi spre binele copilului, să meargă el mai departe” (părintele unui beneficiar al proiectului).


“Începem să ascultăm şi copiii, ni s-a explicat că trebuie să fim mai calmi, să-i ascultăm atunci când au nevoie, să-l ascultăm atunci când vrea copilul, că după copilul îşi pierde interesul…nu trebuie să-l neglijăm sau să-i vorbim urât. Ne-a ajutat foarte mult [cursul n.n.], ne-am schimbat, am fost şi noi [copii n.n.] dar trataţi foarte diferit, că la ţară este multă treabă, e mult de muncă şi nu-ţi mai rămâne timp pentru copii” (părintele unui beneficiar al proiectului).


Efectele benefice ale activităţilor în care au fost implicaţi părinţii au fost resimţite şi de copii:

“Părinţii mei sunt mai înţelegători. De obicei nu prea ne ascultă ce spunem noi că…nu au timp. Dar acum mama s-a schimbat enorm. De fiecare dată când venea de la cursuri venea cu ceva nou. S-a schimbat, vorbea mai frumos. Adică nu vorbea urât nici înainte, dar altfel…” (beneficiar al proiectului).

“Când făceam pozne tata mă certa, dar acum nu mă mai ceartă, dar nici eu nu mai fac pozne”. (beneficiar al proiectului).
